Andrew Rodrigo Nigrinis, PhD

Senior Fellow

Dr. Andrew Rodrigo Nigrinis is a Senior Fellow at the Southwest Public Policy Institute (SPPI). Dr. Nigrinis is an economist and policy researcher specializing in consumer finance, banking, financial regulation, competition policy, and applied microeconomics. He is the founder of Remington Economics LLC and an economist with Legal Economics LLC, where he conducts economic research and advises clients on financial-regulatory policy, credit markets, payments, consumer protection, antitrust, and healthcare economics.

His recent research focuses on the consequences of stablecoin adoption for bank deposits, credit intermediation, community-bank lending, and financial stability. His broader policy work has examined medical-debt credit reporting, debit-card interchange regulation, credit-card fees, housing affordability, title insurance, and consumer financial protection, and his research has been cited by the Congressional Research Service.

Dr. Nigrinis previously served for approximately six years as an Enforcement Economist at the Consumer Financial Protection Bureau, where he provided economic and empirical analysis in more than 70 investigations and enforcement matters involving mortgages, student loans, credit cards, debt collection, payments, fair lending, fraud, and deceptive practices. He advised attorneys on data strategy, econometric evidence, consumer harm, restitution and settlement calculations, and the evaluation of expert analysis. His earlier experience includes senior economic and research positions at Edgeworth Economics, Econometrica, the American Psychological Association, Capital One, Ernst & Young, and Industry Canada.

Dr. Nigrinis has presented economic research at conferences and programs organized by the American Bar Association, ACA International, the Healthcare Financial Management Association, and other national organizations. He earned a Ph.D. in economics from Stanford University, an M.A. in economics from Queen’s University, and a B.A. in economics from the University of Alberta.
